if i get you correctly you are trying to create a escaltion alerts matrix . i usualy creat notification desing triggers like below .
1. send to person A in 60 seconds when the alert is not acknowledge and is new for a device class
2. send to person B in 300 seconds when the alert is still active for this device class not acknowledge or stilla ctive .
