When a new ZenPack is created a skeleton directory is created with lots of examples. Within the "zep/" directory of that skeleton is a file called actions.json.example. You can also view it here..

Drop the .example extension from the file and the contained triggers and notifications will be loaded when the ZenPack is installed.
